Two ophthalmology practices in the Paris region
Dr Moïse Tourabaly, former chief resident at the Quinze-Vingts National Ophthalmology Centre, sees his patients at two complementary practices: his main practice in Cachan (Val-de-Marne) and his second practice in the 13th arrondissement of Paris. Each location is equipped with a latest-generation diagnostic facility for the full management of vision disorders and conditions of the cornea, retina and cataract.
Both practices operate under Secteur 2 with OPTAM membership, ensuring controlled fees and better reimbursement. You are free to choose the consultation site closest to your home or workplace, and your medical file ensures continuity of care between the two locations.

How do I choose between the Cachan practice and the Paris 13 practice?
Choose whichever practice is easiest to reach from your home or workplace: both offer general and specialised ophthalmology consultations. The Cachan practice has the most complete refractive and cataract facility, while the Paris 13 practice is geared towards retinal follow-up and the care of diabetic patients. Your file is shared between the two sites.
Are both practices covered under Secteur 2 OPTAM?
Yes. Dr Tourabaly practises under Secteur 2 with OPTAM membership at both locations. Your consultations are partly covered by the national health insurance (Assurance Maladie), with the balance covered by your complementary health insurance (mutuelle). Please bring your carte Vitale and your health insurance card.
Where do the surgical procedures take place?
Consultations take place at the Cachan and Paris 13 practices. Refractive surgery (LASIK, PRK, SMILE, ICL) is performed at the Clinique Laser Victor Hugo (Paris 16) and cataract surgery at the Clinique Sainte-Geneviève (Paris 6). Both theatres are equipped with latest-generation operating facilities.
Are the practices accessible by public transport?
Yes. The Cachan practice is served by the RER B (Arcueil-Cachan station) and buses 162, 184 and 187. The Paris 13 practice is accessible via the métro at Place d’Italie (lines 5, 6, 7), Corvisart (line 6) and several bus routes. Parking is available near both sites.
